ISWG-GHG 21-INF.2 – Work programme developed to confirm robustness and reliability of methods proposed for calculating wind propulsion in the attained GFI calculation
This document has been submitted by IWSA for the Intersessional Working Group held in April 2026, ahead of the MEPC 84 session. This document presents the work programme developed by wind propulsion experts to further refine, update and validate the robustness and reliability of the methods proposed in documents MEPC 82/7/9, MEPC 83/7/33 and MEPC 83/INF.33 by IWSA. These methods quantify the share of energy provided by the direct use of wind propulsion technologies onboard vessels, with the purpose of integrating these methods into the calculation of the GHG Fuel Intensity (GFI). Its purpose is to keep the maritime community and Member States updated on the current maturity of these methods and on the progress on delivering available case studies in order to reaffirm and demonstrate the efficacy of these methods.

The International Windship Association welcomes the recognition that wind propulsion is an important technology segment which it receives in the newly released EU Industrial Maritime Strategy, which has taken on board industry and wind propulsion sector input by recognising the importance of wind propulsion technology solutions as both a key zero emissions, zero energy cost pathway for commercial shipping and one that, in the reports words, states:
“[Wind-assisted propulsion] is an example of a technology that builds on strong European manufacturing expertise.”
This comes at a time where large wind installed commercial ships are nearing a total of 100 in operation, roughly 5 million dwt, along with a further dozen more wind-ready and another 120+ vessels in the pipeline under construction, on order or publicly announced.
The report continues that to support wind propulsion uptake; “…the Commission will work to refine the methodology for accounting wind propulsion energy and address regulatory gaps at EU and IMO level.”
IWSA and its membership are engaged with these policy areas and we look forward to working closely with the EU to ensure the adoption of mechanisms that appropriately value the significant zero emissions energy contribution that wind propulsion brings to the fleet and bringing the liquid/gaseous fuel-centric Fuel EU Maritime into line with the far more holistic and level-playing field, energy-centric methodology acknowledged at the International Maritime Organisation.

14th BlueWeek is an important annual event hosted by MARIN (Maritime Research Institute Netherlands) that has been a forum for natural propulsion and low emissions solutions for well over a decade now.
14th Blueweek will be held 07-10 April hosted at the French Maritime Academy, ENSM in Marseille, France.
This event will feature the Sustainable Operations Seminar (Wed 08 April), Natural Propulsion Seminar & Zero Emissions Technology Seminars (Thu 09 April) along with the IWSA members meeting 1600-1800 CET and followed on Fri, 10 April with the WiSP3 JIP meeting.
Full program and registration can be found here https://blueforum.org/
IWSA Quarterly Members Meeting 09 April Time: 1600-1800 CET
Agenda: We will discuss wind propulsion market developments in general, current workplans regarding the current market, policy and regulatory developments.
If you have time to join us in April, it will be a great opportunity to talk wind!
